Malaysia proposes student-food donation deductions for 2027–2030
On 9 October 2026, Malaysia’s Prime Minister and Minister of Finance, Anwar Ibrahim, proposed income-tax deductions for food and equipment contributed to the expanded Dapur Siswa MADANI student-food programme from 1 January 2027 to 31 December 2030.

A programme-specific proposal
The Budget links the proposal to extending Dapur Siswa MADANI to polytechnics and teacher-training institutes, with RM20 million for cooking equipment, food contributions and RM5 Menu Kasih Siswa meals. The Ministry of Higher Education’s subsequent explanation confirms the programme’s continuation at public universities and expansion to those institutions. These announcements describe the intended programme and contribution period; they do not themselves establish an enacted, unconditional deduction for every donor.[1][2]
Existing donation routes already differ
The Income Tax Act 1967, Act 53, already distinguishes business-expense relief from aggregate-income deductions. The Attorney General’s Chambers text, updated to 1 January 2026, permits qualifying approved education and community projects under paragraph 34(6)(h). RM300,000 divides government-authority and ministerial project approval; value verification remains necessary. The same amount cannot also be deducted under subsection 44(6). This dated text is not an authentic reprint.[3]
MOF’s standing guidance, effective from 15 September 2025, includes cash, new equipment, trading stock and specified services. Projects must benefit the Malaysian public, be voluntary and provide no consideration to the contributor. The guidance requires project approval, recipient acknowledgement and value verification; stock and business services use the relevant cost, not an assumed retail selling price. Existing in-kind relief therefore should not be presented as first introduced by the October announcement.[3][4]
These statutory routes are not interchangeable. Subsection 44(6) covers money gifts, capped at 10% of aggregate income for approved institutions, organisations and funds. Subsection 44(11C) covers money or in-kind contributions to Minister-approved national-interest projects within shared deduction capacity. Subsection 44(11D) separately addresses qualifying money gifts as wakaf or approved public-university endowments. The Budget does not identify the student-food measure’s implementing provision or detailed approval and valuation rules.[1][3]
Implications for multinational donors
For Malaysian group companies considering food, inventory or equipment contributions, the practical distinction is between the proposed 2027–2030 programme and an already approved donation under an existing route. Record the donor, recipient, contribution date and cost, and the applicable project approval. A Budget announcement is not a substitute for those conditions; nor should the separate university-donation cap be assumed to govern this proposal.[1][3][4]
