Bolivia moves fuel-import authorisations into its single window

Published 2 min read

On 10 October 2026, Bolivia’s Aduana Nacional and controlled-substances authority enabled two fuel-import authorisation procedures through the VUCE single window, according to Customs’ 16 October announcement. The change concerns digital processing, not a newly announced tax exemption.

Two authorisation processes go online

The procedures are the Initial Prior Import Authorisation for International Suppliers and the Import Authorisation for Controlled Chemical Substances. Customs says updated forms are integrated into VUCE. Its announcement confirms operational availability from 10 October; it does not announce a new tax rate or describe the digital channel as waiving an authorisation.[1]

The legal framework predates this launch

Supreme Decree 5211 of 28 August 2024 created VUCE and assigned its administration to Customs. Article 4 requires participating authorities to accept electronic documents meeting the applicable legal-validity conditions. Authorisations obtained through VUCE must be accepted, with parallel processing prohibited except under specifically established contingency procedures.[2]

Supreme Decree 5724 of 24 September 2026 amended that framework, retaining gradual incorporation under Customs’ timetable and requiring interoperability throughout participating procedures. It also extended the implementation period by 24 months. That broader timetable is not a promise that every trade authorisation has already moved online.[3]

Preserve transition and contingency controls

DGSC Administrative Resolution 004/2026 of 28 April authorises VUCE processing of controlled-chemical import and export permissions. VUCE is the user interface; DGSC retains technical processing in its ED-6 system and responsibility for validating and issuing authorisations. Compulsory use is conditional on verified operational readiness after the pilot, with service continuity and contingency arrangements required.[4]

Under that resolution, applications already properly initiated before implementation continue in ED-6 under their original rules. Cases awaiting correction or supplementary information must finish in the system where they began, rather than being migrated automatically.[4]

For multinational fuel suppliers and importers, the practical change is a digital authorisation channel. Teams should distinguish new VUCE applications from legacy ED-6 cases and retain the relevant permissions: integration of the application process should not be confused with unrestricted permission to import.[1][4]
