Switzerland sets VAT-rate proposal for November vote

Published 2 min read

On 14 October 2026, the Swiss Federal Chancellery published the official booklet for the 29 November referendum on raising the standard VAT rate to 8.5% and the hotel rate to 4.0% to finance part of the 13th AHV pension payment.

Two rates would rise

The proposal would increase the standard rate by 0.4 percentage points from 8.1% to 8.5%, while the special accommodation rate would rise from 3.8% to 4.0%. The reduced 2.6% rate would remain unchanged, so supplies such as qualifying food, medicines, books and newspapers would not bear the increase. The booklet notes that continuation of the accommodation rate beyond 2027 was unresolved at its editorial cut-off; if it expires, accommodation would instead move to the standard rate. The change remains a referendum proposal, not an enacted rate change.[2]

The earliest start is 2028

If voters and cantons approve the constitutional amendment, the higher rates could enter into force at the beginning of 2028. The precise commencement still requires a Federal Council decision. Businesses should therefore treat 2028 as the earliest implementation point rather than a settled effective date and should not reconfigure invoicing or pricing solely on the referendum timetable.[2][3]

The Federal Council estimates that the VAT increase would produce about CHF1.4 billion of additional annual revenue from 2029. The booklet estimates about CHF1.1 billion would reach the AHV fund in the introductory year because VAT is remitted with a lag. The earmarking purpose does not alter normal VAT collection mechanics: suppliers would still account for output tax under the applicable rate, with the proposed change affecting rate selection rather than creating a separate levy.[2]

Cross-border groups should prepare a conditional change plan

Groups making Swiss taxable supplies should identify contracts, catalogues, tax engines and advance-payment arrangements that distinguish the standard, accommodation and reduced rates. Any implementation plan should remain conditional on the 29 November result and the subsequent commencement decision. The unchanged reduced rate also means that product classification remains important: a referendum approval would widen the rate difference instead of raising every taxable supply uniformly.[2][3]
