Barbados explains when GIR exchange avoids local filing
On 15 October 2026, the Barbados Revenue Authority published guidance on how activated GloBE Information Return exchange relationships affect local filing. Guidance Note OGC 17/2026 is dated 7 October; it does not make signing the exchange agreement sufficient for relief.

Activation and receipt both matter
The note says matching notifications from both competent authorities are needed to activate an exchange relationship. For the first reporting year, FY24, BRA will not require a separate Barbados GIR for a group filing abroad if the relationship is activated and the return is received by 31 December 2026. Groups should not assume relief before activation and exchange. Filing in Barbados supports outward exchange only with activated, entitled receiving jurisdictions.[1]
The existing local-filing safeguard
This explains the framework in the Corporation Top-Up Tax (Designation of Competent Authority and GloBE Information Returns) Regulations, 2026, S.I. 2026 No. 65. Regulation 5 addresses a GIR submitted by an ultimate parent or designated filing entity in an eligible foreign jurisdiction. Barbados must still be notified by the filing due date. If a complete or substantially complete GIR has not arrived by the exchange date, local liability remains: following notification, the return must be filed within 30 days.[2]
Regulation 4 generally prescribes 15 months after year-end, with an 18-month period for specified first reporting years. These filing periods must not be confused with an administration's later exchange deadline. Regulation 8 expressly says foreign GIR submission does not affect or extend the top-up-tax payment date.[2]
Guidance, not a new exemption
Sections 46, 65 and 66 of the Corporation Top-Up Tax Act, 2024-16 govern returns, guidance and regulations. The note explains existing law rather than amending it.[1][4]
Our practical reading for multinational groups is to track the foreign filer, the relevant exchange relationship and actual receipt separately. Central filing should not be treated as a blanket release from Barbados compliance, nor from obligations in other jurisdictions.[1][2]
