Jersey clarifies proposed investment-asset tax warehouses
On 19 October 2026, Jersey’s Minister for Treasury and Resources published an answer clarifying proposed investment-asset tax warehouses. The planned relief concerns suspension of duties, including import GST, rather than removal of regulatory controls.

A suspension proposal, not enacted relief
The answer, WQ.211/2026, says minimal enabling legislation will be presented in the Draft Finance (2027 Budget) (Jersey) Law. Detailed operating rules and safeguards would be established by the Agent of the Impôts. Other prohibitions, restrictions and regulatory controls would continue to apply in full.[1]
Eligible goods would be prescribed by Ministerial Order. The Government currently envisages investment-grade physical bullion, including gold certified to London Bullion Market Association standards. This is an intended initial scope, not a final eligibility list. Approved arrangements could use vaults or safe-deposit boxes rather than conventional warehouse buildings.[1]
Existing approved-premises rules
The Customs and Excise (Jersey) Law 1999 already provides an approval framework. Article 15 allows the Agent to require securing and marking goods, records and accounting for duty when goods enter free circulation or home use, or are found deficient. Article 29 permits duty to be paid when goods leave approved premises, subject to the Agent’s terms and discretion. These existing provisions do not themselves establish the proposed investment-asset extension.[3]
Budget 2027–2030 had proposed storage and transfer of certain investment assets without triggering GST or customs and excise duties provided they do not enter Jersey’s domestic market. The latest answer explains that proposal; it does not enact the Budget package.[4]
Implications for investment groups
Our practical reading is that groups considering Jersey custody arrangements should distinguish potential duty deferral from an unconditional exemption. Eligibility, approvals and operating controls remain matters for the promised legislation and rules; no commencement date is supplied by the answer.[1][3]
