Kazakhstan blocks Farfetch over tax-compliance notice

Published 2 min read

On 19 October 2026, Kazakhstan’s State Revenue Committee announced that access to Farfetch had been restricted after the UK-registered platform operator failed to comply with a cameral tax-control notice.

Official document:
Tax Code No. 214-VIII, Articles 56 and 89; Law No. 215-VIII; Farfetch enforcement announcement
Development date:
2026-10-19

The announcement shows that Kazakhstan’s tax enforcement against foreign internet platforms can extend beyond assessments and payment demands to denial of local market access. The committee did not disclose Farfetch’s alleged tax amount or the period concerned, so neither can be inferred from the notice.[1]

Different outcomes after tax administration

The committee reported different outcomes for two other foreign platform businesses. Pinduoduo paid KZT6.8 billion following tax administration, while Anthropic, the developer of Claude, paid KZT1.2 billion for earlier tax periods and complied with cameral-control notices. The committee said the statutory measures apply to foreign platforms within scope that do not meet their Kazakh tax obligations.[1]

Registration, reporting and blocking rules

Ministry of Finance guidance on Tax Code No. 214-VIII says Article 89 requires foreign internet platforms operating in Kazakhstan to obtain conditional tax registration. Access may be blocked for failure to register and when a platform does not correct tax discrepancies, including VAT discrepancies, identified through cameral control. Article 56 separately requires local and foreign platforms to provide monthly information about sellers, transaction volumes and other activity, including certain payments to Kazakh-resident individuals.[2][3]

Law No. 215-VIII supplies the communications mechanism. After a tax-authority decision under Article 89(2), the media authority has three working days to direct restriction of the internet resource or platform. Communications operators and the state technical service must act immediately. Access may later be restored following a decision by the head or deputy head of the tax authority when the statutory grounds are resolved.[4]

Operational implications for cross-border platforms

Multinational marketplaces and digital-service groups should therefore verify conditional registration, reconcile reported platform activity with VAT and other filings, retain evidence supporting discrepancies and respond promptly to cameral-control notices. The Farfetch action demonstrates that an unresolved notice can create operational-continuity risk as well as tax exposure; it does not establish an undisclosed assessment amount or liability period.[1][2][4]
