UAE eases e-invoicing rules for tax groups, records and reporting

Published 2 min read

On 19 October 2026, the UAE Ministry of Finance announced Ministerial Decision No. 197 of 2026, amending the Electronic Invoicing System rules for tax-group transactions, invoice timing, data retention and system failures. The amendments took effect on 1 October 2026.

Official document:

Development date:

Temporary relief for VAT groups

Transactions between persons in the same VAT tax group are excluded from mandatory e-invoicing for 24 months from 1 January 2027. Businesses may nevertheless opt to issue, exchange and report electronic invoices voluntarily; if they do, the system rules become mandatory for those transactions apart from the decisions on violations and administrative penalties. The replacement exclusion article also retains the 24-month exclusion for international air-cargo services documented by an airway bill.[1][2]

Fourteen business days and accessible records

Subject to the VAT-law timeline that applies to registrants, an electronic invoice or credit note covered by the general rule must now be issued and transmitted through the system within 14 business days from the transaction date. Revised article 11 requires electronic invoices, credit notes and associated data to be retained for the period prescribed by the Tax Procedures Law and produced to the Federal Tax Authority on request. It removes Ministerial Decision No. 243 of 2025's express requirement to store those records inside the UAE.[1][2]

System-failure notice repealed

Decision No. 197 deletes the definition of a system failure and repeals article 12 of Decision No. 243. The Ministry says this removes the specific obligation for issuers and recipients to notify the Federal Tax Authority of a system failure within two business days. Businesses should still distinguish that repeal from any separate operational, service-provider or sector-specific duties that may apply outside the amended decision.[1][2]

Practical effect for groups

UAE groups preparing for mandatory e-invoicing should update their scope matrices for intra-group supplies, change workflows that assumed a calendar-day deadline, and confirm that offshore record-storage arrangements can produce complete data promptly to the Authority. The 19 October announcement is the latest official development, but the decision states that it came into force on 1 October; the January 2027 tax-group exclusion is a time-limited transition rather than a postponement of the wider phased rollout.[1][2][3]
