Singapore illustrates GST zero-rating for overseas professional-service clients
On 21 October 2026, the Inland Revenue Authority of Singapore updated its professional-services GST guidance. Its legal-advisory example illustrates zero-rating for qualifying overseas business customers, including where their representative receives advice in Singapore.

- IRAS Consultancy and Professional Services guidance; Goods and Services Tax Act 1993, section 21(3)(j) and (k)

Under section 21(3)(k) of the Goods and Services Tax Act 1993, the contract must be with an overseas person acting wholly in a business capacity. The service must directly benefit an overseas business person or a GST-registered person belonging in Singapore. The overseas customer can be present in Singapore.[1]
Services directly connected with Singapore land or goods generally do not qualify, except goods for export. Accommodation and entertainment components are excluded. The separate section 21(3)(j) route requires the overseas customer to be outside Singapore when the services are performed.[1]
For multinational service providers, customer location alone therefore does not settle the treatment. Check the contractual customer, business capacity, direct beneficiary and service category. This is an illustration of existing zero-rating conditions, not a new exemption or an automatic entitlement for all cross-border advice.[1]
