India extends e-invoicing scope to specified reverse-charge purchases from January 2027
On 26 October 2026, India’s Central Board of Indirect Taxes and Customs issued Notification 04/2026–Central Tax, extending the supplies covered by its e-invoicing notification to specified reverse-charge purchases and imports of services from 1January2027.

The notification amends the first paragraph of Notification 13/2020–Central Tax, dated 21 March2020, under rule 48(4) of the Central Goods and Services Tax Rules 2017. It replaces the wording that previously referred to supplies to a registered person or for exports with four expressly listed transaction categories.[7][1]
Supplies to registered persons and exports remain listed. The additions are goods or services received from an unregistered person where the recipient must pay tax under reverse charge, and imports of services. The domestic limb therefore depends on an existing reverse-charge tax obligation; it does not say that every purchase from an unregistered vendor becomes taxable.[7]
The change concerns transaction scope rather than a universal extension to all GST registrants. The underlying notified class must still be checked. Notification 10/2023 replaced the turnover figure with five crore rupees from 1 August2023, while Notification 70/2020 specified aggregate turnover in any preceding financial year from 2017–18 onwards.[5][3][1]
The notification framework also contains exclusions. Notification 61/2020 added a Special Economic Zone unit; Notification 23/2021 added government departments and local authorities. The original notification excludes the persons identified in rule 54(2),(3),(4) and(4A). Entity classification must therefore be considered alongside turnover, rather than treating Indian group presence alone as sufficient.[2][4][1]
For multinational groups, the practical review is to identify imported-service transactions and relevant domestic purchases from unregistered suppliers, then confirm which Indian registrations fall within the notified class. Procurement and tax teams should distinguish an existing reverse-charge liability from the additional electronic-document requirement. The new supply wording takes effect on1 January2027, not the notification’s October issue date.[7][1][2][3][4][5]
