UK publishes roadmap for planned April 2029 VAT e-invoicing
On 28 October 2026, HMRC and the Department for Business and Trade published an implementation roadmap for planned mandatory VAT e-invoicing from 1 April 2029. It develops earlier policy announcements; detailed rules and the necessary legislation remain unfinished.

The intended scope covers VAT-registered persons issuing and receiving domestic UK VAT invoices, including public bodies and relevant non-established taxable persons. It is not a requirement for every commercial invoice: the stated mandate does not cover consumer or cross-border transactions, and specific exemptions remain to be designed.[1]
An e-invoice means structured data exchanged between financial systems, not simply a PDF sent by email. Peppol will provide the core interoperability framework. The government plans a technical consultation in spring 2027 and confirmation of key requirements between October 2027 and April 2028, ahead of testing and onboarding.[1]
Annex 1 identifies the Value Added Tax Act 1994, Schedule 11, and VAT Regulations 1995 as the existing framework. Electronic invoicing is currently permitted, not mandated. The roadmap anticipates primary legislation in Finance Bill 2026 and later detailed regulations; it does not itself enact the 2029 requirement or finalise exemptions.[1]
A separate digital-reporting consultation expressly says no decision has been taken on whether or how reporting will be introduced. Groups can review invoice flows, ERP interfaces and counterparty data now, while keeping reporting proposals, draft standards and future VAT obligations distinct from current filing and payment deadlines.[1][2]
