UK plans VAT and PAYE Direct Debit safeguard from April 2029

Published 2 min read

On 28 October 2026, HMRC published its response on VAT and PAYE payment reform, announcing a planned Direct Debit safeguard from April 2029. Businesses would retain other payment methods before the due date, with exemptions and implementation details still to be settled.

The revised approach separates the mandate from the payment itself. Businesses would have to maintain a Direct Debit instruction unless exempt, but could continue to pay by their preferred available method. HMRC would collect return liabilities still unpaid at the due date. The response therefore changes the earlier proposal to make Direct Debit the required payment method, rather than simply confirming it.[1][2]

The June consultation addressed both VAT and PAYE return liabilities. Its legal annex identifies the Income Tax (Pay As You Earn) Regulations 2003, directions under regulation 189, and regulations 25 and 40 of the Value Added Tax Regulations 1995 as the existing framework. The October response announces future policy; it is not an enacted amendment to those provisions or a new payment deadline.[2][3]

Important boundaries remain unresolved. HMRC will work with stakeholders on exemptions, the treatment of errors and adjustments, agent access and account-allocation problems. Respondents described overseas-account restrictions and internal authorisation controls, but their concerns are not a final statutory exemption list. Groups should not assume that a particular entity is excluded merely because it uses an overseas treasury account.[2]

For multinational groups, a useful preparation step is to map the entities and accounts used for UK VAT and PAYE, identify who can authorise mandates, and reconcile payments against HMRC records. The announced safeguard is intended to collect residual unpaid liabilities, not replace the need for accurate returns and payment controls. Existing due dates should remain in compliance calendars while the detailed future rules are developed.[1][2]
