On 29 October 2026, Colombia's Ministry of Finance filed Economic Rescue Bill 477/2026C in the House of Representatives, proposing a phased reduction in the general corporate income-tax rate and a narrower 15% minimum-tax rule for large multinational groups.

The measure is an ordinary bill in the 2026-2027 legislature. It has not been enacted, and its filed wording may change during Congress.[1]
Corporate rate and financial-sector surcharge
Article 57 would replace the first paragraph of Tax Statute article 240. It proposes a 33% general corporate income-tax rate for tax year 2027 and 31% from tax year 2028, applying to Colombian companies and equivalent entities, permanent establishments of foreign entities, and foreign legal persons required to file an annual Colombian income-tax return. The current general rate is 35%.[2][3]
For financial institutions, insurers and reinsurers, securities and commodity brokers and exchanges, and market-infrastructure providers, the bill would retain a five-point surcharge for 2027-2030 where taxable income is at least 120,000 tax units. That would produce proposed total rates of 38% for 2027 and 36% for 2028-2030. The surcharge would carry a 100% advance, based on the prior year's income-tax base, payable in two equal annual instalments on dates to be prescribed.[2]
Minimum tax focused on large multinational groups
The bill would also rewrite article 240(6). Colombia's existing 15% Tasa de Tributación Depurada applies more broadly to taxpayers within articles 240 and 240-1, subject to exclusions. The proposal would instead apply the 15% calculation to Colombian-parented multinational groups and Colombian subsidiaries, branches or permanent establishments of domestic or foreign multinational groups where prior-period consolidated revenue is at least EUR750 million.[2][3]
Proposal only
Groups should model the nominal-rate reduction separately from the financial-accounting-based minimum-tax calculation. Filing creates no present rate, payment or return change. Article 106 says the bill would generally operate from promulgation unless a provision supplies a different rule, so commencement and final compliance consequences depend on the enacted text.[2]
