EU publishes 2027 customs nomenclature for use from January

Published 2 min read

On 30 October 2026, the European Commission published Commission Implementing Regulation (EU) 2026/2163, setting the Combined Nomenclature that will apply from 1 January 2027.

Official document:
Commission Implementing Regulation (EU) 2026/2163
Development date:
2026-10-30

The annual regulation updates Annex I to Council Regulation (EEC) No 2658/87. The Combined Nomenclature is the EU’s eight-digit goods-classification system: the code used on a customs declaration determines the applicable customs-duty treatment and supports intra-EU trade statistics and other policy measures.[1][2]

A master-data cutover, not a general rate announcement

The 2027 version applies to declarations from 1 January 2027. The Commission explains that annual updates can reflect Harmonized System changes, WTO conventional duty rates, commercial policy, technology and statistical requirements. Publication of a new version does not mean that every code or duty rate has changed, and this focused notice does not identify product-by-product differences between the 2026 and 2027 annexes.[1][2]

Operational preparation

Importers, exporters and customs representatives should obtain the 2027 nomenclature, compare the codes used in product and broker master data, and test January declarations against the new version. Any change should be assessed against the goods’ description, section or chapter notes, relevant explanatory material and any binding tariff information; a code should not be carried forward solely because the commercial description is unchanged.[1][2]

Detailed code comparison remains separate

The Commission’s dated notice establishes the instrument, publication date and application date. The full Official Journal annex exceeds the bounded extraction limit used in this review, so no claim is made here about a specific product code, duty-rate change or supplementary unit. Businesses should complete a line-by-line comparison for their own goods before changing declarations or landed-cost models.[1]
