On 30 October 2026, IRAS published updated minimum-tax guidance covering accounting periods and GloBE Information Return filing. The accounting changes remain early guidance awaiting regulations.

Accounting periods

The guide describes changes under Singapore’s Multinational Enterprise (Minimum Tax) Act 2024 and Regulations 2024. The local-financial-accounting-standard baseline test compares Singapore entities’ financial years with the ultimate parent’s consolidated year. The revised test would compare each entity’s accounting period with the period used for it in consolidation. Other LFAS conditions remain relevant.[1]

IRAS envisages the revised test from financial years beginning in 2026, with separate early elections from 2025. Footnote 23 expressly anticipates regulations by December 2026: the guide does not itself enact those changes.[1]

Central filing is conditional

Overseas GIR filing removes the Singapore filing requirement only with an activated exchange relationship; an annual notification remains necessary. Without central filing, relevant GIR sections are filed locally. The guide says exchange relationships are being activated and a list will follow.[1]

Tax teams should map accounting periods and proposed filing routes now, but verify final regulations and applicable exchange arrangements before changing calculation or compliance settings.[1]
