Cyprus gives first-year Pillar Two filings and payments until 30 November

Published 2 min read

On 27 October 2026, Cyprus’s Tax Department set 30 November 2026 as the final date for specified first-year Pillar Two filings, notifications and top-up tax payments, with statutory fines, interest and surcharges withheld where earlier obligations are completed by that date.

Official document:

Development date:

The relief applies to Cyprus constituent entities and joint ventures for the first fiscal year beginning between 31 December 2023 and 30 December 2024. It covers the Top-Up Tax Information Return (Form T.D.336), the Income Inclusion Rule top-up tax due return (T.D.335), notifications T.D.332 and T.D.334, Article 45 notifications T.D.331 and T.D.333, and payment of top-up tax due. The Department attributes the date to a decision of the Commissioner of Taxation.[1][4]

Relief is conditional

Where one of the listed filings or payments was otherwise due before 30 November, the Department says no statutory administrative fine, interest or surcharge will be imposed if completion occurs by 30 November, inclusive. This is not a general amnesty and does not remove the underlying obligations. The announcement names the affected forms and payment but does not waive penalties for inaccurate information or obligations outside its stated scope.[1]

Existing legal framework remains

Law 151(I)/2024 establishes the Cyprus Pillar Two reporting and payment framework. Its transitional Article 57 provides an 18-month filing period for the first-year information return, or 30 June 2026 if later. The October announcement administers the first-year timetable; it does not purport to amend the statute. The earlier 15 June notice explains central filing, local notifications and designated-local-entity filings.[2][3]

Use Tax For All and reconcile responsibility

The June notice says the relevant filings and payments are made through Tax For All by the constituent entity or an authorised representative with an active account. Groups should identify each Cyprus constituent entity or joint venture, confirm whether central filing or a designated local entity is used, reconcile Forms T.D.331–336, and ensure any top-up tax due is paid by 30 November. A group-level filing route does not automatically discharge every local notification.[2][4]

Practical next step

Tax teams should record the entity responsible for each return or notification, retain submission references and reconcile the amount and payment route for top-up tax. The relief is a current compliance milestone, but it does not change the substantive minimum-tax calculation, create a safe harbour or determine whether a particular entity is within scope.[1][2][3][4]
