Isle of Man opens top-up tax returns and GIR notifications

Published 2 min read

On 5 November 2026, the Isle of Man Income Tax Division released online functionality for Domestic Top-up Tax and Multinational Top-up Tax returns and GloBE Information Return notifications. Its accompanying circular makes enrolment and overseas GIR exchange two separate compliance priorities.

Income Tax Division Pillars Update of 5 November 2026; Global Minimum Tax (Pillar Two) Order 2024

The filing entity needs its own access

The Division says the group’s Domestic Filing Entity must enrol for the Pillar 2 online service even where an agent undertakes compliance. Failure to enrol prevents submission of all required returns. Groups should therefore check the filing entity’s service access as well as the agent appointment; an adviser’s readiness does not establish that the group’s own enrolment is complete.[1]

Local returns and the GIR notification differ

The released functions cover DTUT and MTUT returns and the GIR notification. The notification tells the Division whether GIR information will reach the Island from another jurisdiction through exchange of information. It is a distinct workstream from the local top-up tax returns; filing one does not itself demonstrate that the others are complete.[1]

The Island will initially receive GIR exchanges only

For at least the first twelve months, the Isle of Man will be an inward-only GIR exchange jurisdiction. The circular expressly rules out centrally filing a GIR in the Island to avoid equivalent filing obligations elsewhere. It expects most groups to file centrally overseas under an agreement through which that jurisdiction shares the relevant information with the Island.[1]

Verify the chosen exchange route

The Division anticipates updates to the OECD list of activated relationships and further additions before the first deadlines. Those expectations do not confirm an individual partner relationship. Teams should check the intended overseas filing jurisdiction and actual activated exchange route, while completing local registration and enrolment. The Division also reminds unregistered in-scope entities of their registration obligation and possible late-registration penalties. The circular points to updated Guidance Note 64 for completion instructions; no new return deadline or extension is announced in this service-release notice.[1]
