Qatar extends Pillar Two registration to 31 January 2027

Published 2 min read

On 4 November 2026, Qatar’s General Tax Authority announced that multinational enterprise and joint venture groups subject to its global and domestic minimum tax rules have until 31 January 2027 to register through Dhareeba.

Registration, not a tax holiday

The announcement extends the registration window. It does not announce an extension of tax-return or payment deadlines, or postpone the underlying tax regime. Groups should therefore update the registration milestone without moving every Pillar Two obligation to January. The GTA says the service, launched on 2 August 2026, allows submission of required information and appointment of the Designated Local Entity.[1]

Existing legal framework

This is administration of the existing framework, not a newly enacted tax. Law No. 22 of 2024 amended Income Tax Law No. 24 of 2018 by adding Chapter VII Bis. Council of Ministers Resolution No. 2 of 2026 supplies the application rules. Article 12.1 requires in-scope entities, including joint ventures and their subsidiaries, to register electronically, provides for a Designated Local Entity and leaves registration timelines to the President. The framework applies from fiscal years beginning on or after 1 January 2025.[2][3]

Separate group registrations

The GTA’s registration guide explains that an MNE group and a joint venture group have separate registrations, each with its own Designated Local Entity. Registration remains necessary even where no top-up tax is expected. Existing income-tax registration is not a substitute. The guide also includes entities in the Qatar Financial Centre, Qatar Free Zones Authority, Qatar Science and Technology Park and Media City where they belong to an in-scope group; a special-zone presence alone is not an exemption.[3]

Practical next step

Tax teams should identify the local filing entity, reconcile the Qatar entity inventory and prepare the portal information. The guide calls for the UPE’s details and fiscal year, local entity tax identifiers and relevant filing-entity details. Keep registration evidence with the group compliance record. The extension itself does not determine whether a particular entity or joint venture satisfies the framework’s scope tests.[1][3]
