Kuwait Cabinet advances GCC excise-agreement decree proposal

Published 1 min read

On 27 October 2026, Kuwait’s Cabinet approved a draft decree-law concerning the GCC Unified Excise Tax Agreement and its amendment annex, and referred it to the Emir. The official statement records a legislative step, rather than announcing an operational domestic excise regime.

Official document:
Cabinet weekly statement of 27 October 2026: draft decree-law concerning the GCC Unified Excise Tax Agreement and amendment annex
Development date:
2026-10-27

What the Cabinet approved

The relevant paragraph of the Cabinet’s weekly statement identifies both the unified GCC agreement and the annex amending it. Its action is approval of a draft decree-law and submission to the Emir. The statement does not itself supply a promulgated decree or the provisions that would implement the agreement domestically.[1]

What businesses can conclude

Groups manufacturing, importing or distributing potentially excisable products should track the decree and subsequent implementation material. This announcement does not establish a Kuwait tax rate, taxable-product classification, registration threshold, first return period or launch date. A regional agreement reference is insufficient to populate those operational fields.[1]

A staged readiness review

The immediate planning task is to identify relevant Kuwait activities and a local owner for monitoring the legislative sequence. Product treatment and systems changes should then be assessed against the published domestic instrument and applicable guidance. Existing tax and customs processes should continue while those details are established. Later adviser reporting does not change the official event date from 27 October.[1]
