Botswana requires October VAT return corrections for reverse-charged supplies

Published 2 min read

On 3 November 2026, the Botswana Unified Revenue Service announced that the extended VAT 002 return accommodating reverse-charged supplies was available and instructed affected taxpayers that had already filed for October 2026 to amend their returns by 28 November 2026.

The notice creates an immediate reporting action for businesses whose submitted returns did not include reverse-charged supplies.[1]

Recipient liability under the 2026 Act

The Value Added Tax Act, 2026 places liability for reverse-charged supplies on the recipient. Section 28 generally covers services supplied by a person without a Botswana place of business conducting a taxable activity to a registered person, government entity or large unregistered person, where the services would otherwise constitute a taxable supply in Botswana. It also addresses qualifying internal services provided from the foreign part of a business to its Botswana operations.[2]

Identify foreign services and internal allocations

The correction exercise therefore requires more than checking whether an overseas invoice separately charged Botswana VAT. Groups should identify relevant foreign-service purchases and internal service allocations, determine the recipient’s status and reconcile the resulting reverse-charge treatment against the October return already lodged. This is a practical implication of the recipient-liability mechanism, rather than an additional category of transaction created by the announcement.[2]

Existing filing and payment framework

Sections 65 and 66 provide the general filing and payment framework: returns are due within 28 days after the tax period ends, with the corresponding VAT payable by the return deadline. The new notice specifically addresses the availability of the extended return and the correction of October reporting. It does not announce a new VAT rate, a new reverse-charge charging provision or a general payment extension.[1][2]

Action by 28 November

Affected finance teams should retrieve the return previously submitted, identify omitted reverse-charged supplies and complete the amendment using the extended VAT 002. They should separately reconcile any resulting liability and payment position under the existing rules. Businesses without relevant supplies or without an already-filed October-period return should assess their ordinary obligations rather than treating the correction deadline as a universal refiling requirement.[1][2]
